There are six items on the agenda for Thursday’s meeting of the Highland Park Public Works Committee, and five of the six concern excrement.

Apparently, the Town Council approved an ordinance last September that requires a franchise agreement of any company providing commercial-solid-waste services and portable-toilet services in Highland Park. The committee will review and discuss franchise applications from five such companies: Bluebonnet Waste Control, Community Waste Disposal, Hart Waste Removal, Moore Disposal, and Waste Management of Texas.

Each company will have to pay the town a quarterly franchise fee representing 5 percent of its gross receipts. (“Ew! Seriously? So gross.”) The town’s staff estimates this will produce $12,000 in annual revenue, which could be used to maintain streets and rights of way.
