UP Council Approves Vehicle Restrictions in Snider Plaza

The University Park city council moved forward with post-construction traffic controls in Snider Plaza during its Nov. 18 meeting, approving an ordinance restricting vehicles weighing more than 10,000 pounds or with three or more axles from entering the shopping center.

Director of engineering Katie Barron explained that the restriction will protect pedestrians, parked vehicles, and the city’s newly completed infrastructure.

Barron noted that the ordinance will not apply to emergency vehicles or to vehicles working on behalf of the city, including for construction and maintenance needs. She added that upcoming council meetings will address designated delivery locations and specific delivery timeframes.

Also during the meeting, the University Park city council:

  • Approved updates to the library’s borrowing policy, including allowing educators employed within Highland Park ISD to obtain nonresident library cards, standardizing all nonresident cards to one-year terms, and reducing the card-replacement fee from $10 to $1.
  • Approved the continuation of the employee parking program, which provides Snider Plaza workers free access to the Hilltop Plaza garage. The council noted the need for a long-term funding plan to keep the program viable after the conclusion of the Snider Plaza capital project.
  • Approved an ordinance establishing two-hour parking and prohibiting overnight parking at the new lot at 3420 Rankin.
  • Approved an ordinance creating a Residential Parking District for the neighborhood immediately west of Snider Plaza, responding to long-standing concerns from residents about employee overflow parking.
  • Postponed action on a resolution to cast its allocated votes for the Dallas Central Appraisal District (DCAD) Board of Directors, opting to revisit the item at its next meeting. Two seats are up for two-year terms beginning in Jan. 2026, and ballots must be submitted by Dec. 15.
