Experienced municipal leader Letecia McNatt has been appointed Director of Policy Development and Strategic Initiatives for the Town of Highland Park.
In this role, McNatt serves as a member of the Town’s Management Team and provides executive leadership over policy development and analysis, strategic planning, legislative coordination, organizational performance, communications and community engagement, and parks and recreation administration.
“As Highland Park continues to balance thoughtful stewardship with forward-looking initiatives, we are pleased to welcome Letecia to this critical leadership role,” said town administrator Tobin Maples. “Her skillset will strengthen our organization and help ensure the Town remains responsive, efficient, and resident-focused.”
McNatt brings more than 11 years of municipal experience to Highland Park. She most recently served as Assistant to the City Manager for the City of Garland, where she supported executive leadership on strategic initiatives and special projects. Previously, she served as Downtown Development Manager for Garland, Economic Development Coordinator for the City of Grand Prairie, and Public Works Management Specialist and GIS Technician for the City of Colleyville.
She holds a Master of Public Administration from The University of Texas at Arlington and a Bachelor of Arts in Sociology with a minor in Spanish, also from UT Arlington.
As Director of Policy Development and Strategic Initiatives in Highland Park, McNatt leads the research, development, and evaluation of Town policies and legislative initiatives; coordinates and oversees the Town’s strategic planning process; and works closely with department leadership to track performance measures and implement organization-wide initiatives.
She also oversees communication and community engagement efforts, supports intergovernmental and stakeholder relations, and provides administrative oversight for parks and recreation programming, including recreation and aquatic services.
