How to Speak at a Dallas City Council Meeting

Dallas residents can address the City Council virtually or in person at City Hall, but registration deadlines and speaking rules apply.

According to City of Dallas’ website, residents speaking on agenda items are heard before the item is considered. Public comments on non-agenda matters are generally limited to the first five registered speakers present before the meeting begins, with remaining speakers heard at the end. The council may suspend rules to hear all speakers before the agenda.

Speakers must register through the city secretary’s office by 5 p.m. the day before the meeting. Sign-ups open at 8:15 a.m. the day after the previous council meeting and are accepted by email at [email protected], by form, or by calling 214-670-3738.

Speakers regarding items not on the agenda may speak once every 30 days, while agenda-item speakers may participate without limit. Speakers are allotted up to three minutes total, though the mayor may shorten time limits.

Virtual speakers must keep cameras on while speaking, as required by state law. Registered speakers unable to attend are encouraged to cancel to preserve eligibility under the 30-day rule.
