September Is Library Card Sign-Up Month in Highland Park

August 19’s brief Highland Park Town Council meeting opened with Mayor Will Beecherl making a proclamation recognizing September, 2025, as Library Card Sign-Up Month.  

“Whereas, libraries help people navigate the complexities of life, provide and access to research, information, and government services, and allow everyone to lead more productive, fulfilling lives, and, whereas, librarians bring communities together, creating welcoming and inclusive spaces where people of all backgrounds can learn together, and, whereas, a library card opens doors to endless possibilities,” the Mayor said during his proclamation, “I do hereby proclaim the month of September as Library Card Sign-Up Month in the town of Highland Park, Texas and encourage our citizens to consider the many ways in which libraries enhance our quality of life.”

Town Librarian Kortney Nelson presented the Library Master Plan project for review and discussion during the Town Council study session.

“For our Back To Basics, we want to look at how we can preserve and archive the history of Highland Park,” she said of proposed projects, after recapping updates and accomplishments of recent years. “We also want to look at parenting and caregiver collections and book groups. We now host a book group that’s really successful.”

“For our service to children, tweens, and teens, we’re hoping to look at how to help them get their writing out to the world,” she noted, “and also, how we can acquire technology and have staff trained to help them navigate all the technology available.”

A public hearing included: 

  • The discussion and approval of a proposed replat creating Lots 5A and 6A , Block 143, a replat of Lots 5, 6, and 7, Block 143, Highland Park West, Second Installment, located at 4221-4229 Livingston Avenue, between Douglas Ave. and Preston Rd.

The Town Council Study Session included:

  • A review and discussion of renewing the Town’s employee health insurance plan for fiscal year 2025-26 for medical, dental, and vision insurance plans with Cigna, along with the renewal of employer-paid and supplemental (voluntary) life, accidental death and dismemberment, and long-term disability plans with Dearborn National.
  • A review and discussion of the Library Master Plan project.
  • A presentation, review, and discussion of Kendig Keast Collaborative that provided an introduction to the Zoning Ordinance Rewrite.
  • Areview and discussion of the monthly Financial and Investment Report for the period ending June 30, 2025.
  • A review and discussion of the Fiscal Year 2025-26 Combined Operating and Capital Budget.
