Highland Park ISD sent about $86.5 million of local property tax revenue to the state under the recapture system during the 2024-2025 school year, according to the Texas School Coalition.
The Texas School Coalition is a statewide advocacy organization representing school districts that pay recapture, including Highland Park ISD. Recapture, also known as “Robin Hood,” is the program under which property-wealthy districts, share a portion of their property tax revenue with the state, which redistributes the funds to property-poor districts.
Texas School Coalition Executive Director Missy Bender spoke about school finance and the recapture program during a Highland Park ISD board meeting on Oct. 28.
Bender said that statwide during the 2024-2025 school year, total recapture was nearly $3 billion. Highland Park ISD came in seventh among the top 10 school districts across the state that paid the most in recapture during that school year. Austin ISD, which paid the most in recapture in the state, paid about $770 million in recapture, Bender said.
