Elizabeth Carlock Phillips, a Park Cities native and advocate for camp safety who founded No More Victims, has been named the 2026 Beacon Award Honoree by the Grant Halliburton Foundation.
This past year, Phillips successfully advocated for the passage in Texas and beyond of Trey’s law. In Texas, Trey’s Law makes nondisclosure agreements that have been used to silence victims of sexual violence void and unenforceable. A version of the law passed in Missouri applies in civil cases involving child sexual abuse.
Phillips testified during hearings on the bill that her brother, Trey, for whom the law is named, was prevented from speaking about his years of abuse by a nondisclosure agreement in his civil lawsuit against Kanakuk Kamps. Trey took his own life in 2019.
Aside from her advocacy work, Phillips serves as the executive director of the Phillips Foundation and board chair of the Dallas Foundation. She was one of People Newspapers’ 20 Under 40 in 2024.
Her work will be celebrated at the annual Beacon of Hope Community Luncheon on March 13 at the Omni Dallas Hotel. Steve Burns, the original host of Nickelodeon’s Blue’s Clues, is the featured speaker.
